How Silicon Valley Philanthropy Undermines Rights Worldwide

This report is part of Noor’s multi-year program on the political economy of fascism and fundamentalism, built on a clear proposition: every political project is enforced through an economic one. We investigate how fascist and fundamentalist ideals are financed, embedded into state policy, and normalized through circuits of capital that often appear technical, philanthropic, or even benevolent. Conducted in partnership with the Institute for Journalism and Social Change (IJSC), this investigation asks: what is Big Tech philanthropy funding, who is it empowering, and where in the world are these resources reshaping political realities?

Over the past decade, millions of dollars from the Silicon Valley Community Foundation (SVCF) flowed to internationally active anti-rights organizations, funding initiatives from anti-LGBTQI campaigns in Latin America to anti-abortion legal challenges in Eastern Europe and “sexual purity” programs in Africa. At the same time, SVCF funded organizations promoting sexual and reproductive rights, highlighting how philanthropic ecosystems can sustain structurally opposed political projects. This report traces those flows, grounding the analysis in case studies from West and East Africa, and examines how funding reshapes political ecosystems, normalizes certain agendas, and redraws the boundaries of what is considered moderate or radical. It is both an opening in Noor’s long-term work on the politics of funding and an invitation to readers to engage critically with the infrastructures shaping our political present.
